Sri Lanka Government Agriculture Enterprise Architecture (SL-GAEA)

In 2023–2024 period, I got the opportunity to develop the Enterprise Architecture (EA) and the Interoperability Framework (IF) for the Agriculture sector in Sri Lanka. This was a project carried out by FAO-UN (Food and Agriculture Organization of the UN) and with the support of Ministry of Agriculture and Plantation Industries.

In addition to the Ministry of Agriculture and Plantation Industries, the study covered two other ministries (Ministry of Fisheries and Ministry of Irrigation).

The ministries involved

The study followed the Open Group TOGAF as the base EA framework and for the IF preparation, it followed the European Interoperability Framework (EIF).

TOGAF and EIF

Leveraging the TOGAF BDAT Framework (BDAT = Business, Data, Application and Technology), the study managed to complete current architecture by covering 80% of government organizations. This gave the study the much-needed understanding of the current setting and the gaps involved.

The gaps were identified by comparing the target architecture proposed. In the target architecture, the primary target was to identify data owners based on the current scope of each organization (Single Source of Truth) . This process was able to identify most of the duplicated business processes, information systems and databases while identifying key registries.

I am sure, if the proposed architecture is implemented in the future, it will have a greater impact in terms of data sharing within the sector and beyond. Most importantly, it will be a good case study or a reference to other sectors in the Sri Lankan Government, which desperately need some sort of an integration. If not, Connected Government will be just a dream for us like it has been for decades.
